Das Bundesgericht zieht in Erwägung:

Das Kantonsgericht Schwyz hat mit Beschluss vom 9. Juni 2008 die Nichteröffnung von Strafuntersuchungen durch das Bezirksamt Schwyz wegen angeblicher Ehrverletzungsdelikte zum Nachteil von X.________ bestätigt und diesem eine Ordnungsbusse von Fr. 500.-- auferlegt.

X.________ wendet sich an das Bundesgericht und beantragt, der Entscheid des Kantonsgerichts Schwyz sei aufzuheben. Es sei ihm die unentgeltliche Rechtspflege zu gewähren.

Der angefochtene Entscheid betrifft eine Strafsache. Die als "staatsrechtliche Beschwerde" bezeichnete Eingabe ist als Beschwerde gemäss Art. 78 ff. BGG entgegenzunehmen.

In Bezug auf die Nichteröffnung der Strafuntersuchungen ist der Beschwerdeführer nicht Opfer im Sinne des Opferhilfegesetzes und nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Als Geschädigter ist er zur Beschwerde gegen eine Einstellung nicht legitimiert (BGE 133 IV 228).

Soweit er die Verletzung von Verfassungsbestimmungen rügt, genügt die Beschwerde, die sich auf unzulässige appellatorische Kritik beschränkt, den Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht. So macht der Beschwerdeführer z.B. mit der ersten Rüge gegen den Entscheid der Vorinstanz geltend, es sei nicht einzusehen, warum zwei Verfahren erst im Beschluss vom 9. Juni 2008 vereinigt worden seien (Beschwerde S. 5 oben). In der Folge zählt er die Art. 8, 9, 29, 30 und 35 BV auf, ohne indessen darzulegen, dass und inwieweit das bemängelte Vorgehen der kantonalen Behörden gegen diese Verfassungsbestimmungen verstossen sollte. Auf derartige Vorbringen ist nicht einzutreten.

Zur Ordnungsbusse führte ein Schreiben des Beschwerdeführers an die Vorinstanz vom 13. Mai 2008, in welchem er wörtlich ausführte: "Wenn es für Ihre Haltung einen wichtigen Grund gibt, so bitte ich Sie, ihn mir schriftlich mitzuteilen. Wenn nicht, bitte ich Sie, mir schriftlich mitzuteilen, ob Sie es vorziehen, mir zur Selbstjustiz zu raten" (angefochtener Entscheid S. 3). Die Vorinstanz, auf deren Erwägungen in Anwendung von Art. 109 Abs. 3 BGG verwiesen werden kann, kam zum Schluss, "das (wenn auch bloss implizite und allenfalls entfernte) In-Betracht-Ziehen von Selbstjustiz stellt ein inakzeptables prozessuales Gebaren dar, weshalb aus Gründen der Verfahrensdisziplinierung die Aussprechung einer Ordnungsbusse ... angezeigt ist" (vgl. angefochtenen Entscheid S. 6/7 E. 5).

Was der Beschwerdeführer dagegen vorbringt (vgl. Beschwerde S. 8/9 zu "Kapitel 5"), ist zur Hauptsache von vornherein abwegig oder nicht hinreichend begründet. Im Übrigen dringt sein Hinweis auf die Meinungs- und Informationsfreiheit von Art. 16 BV nicht durch, denn diese Freiheit erlaubt es dem Bürger nicht, einem Gericht mit Selbstjustiz zu drohen, um dadurch Einfluss auf den Verfahrensablauf zu nehmen. In diesem Punkt ist die Beschwerde als offensichtlich unbegründet abzuweisen.

Die Beschwerde ist im Verfahren nach Art. 109 BGG abzuweisen, soweit darauf einzutreten ist. Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetze Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt das Bundesgericht:

Die Beschwerde wird abgewiesen, soweit darauf einzutreten ist.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Kantonsgericht des Kantons Schwyz, 2. Rekurskammer, schriftlich mitgeteilt.
