The Federal Supreme Court dealt with a criminal complaint against a cantonal judgment on traffic-rule violations. It held that no hearing was necessary, refused the request for a main hearing, and found the complaint insufficiently reasoned and partly directed against matters outside the challenged decision. The court therefore did not enter into the complaint under Art. 108 BGG. Because the filing was hopeless, legal aid was denied, and the appellant was ordered to pay court costs of CHF 1,000.

The Federal Supreme Court may decide without oral hearing where the statutory conditions are met. A pleading must be directed against the challenged decision and comply with the substantiation requirements; submissions concerning other decisions or unsupported, confusing arguments are inadmissible. Where these requirements are not met, the court may decline to enter into the matter by summary procedure under Art. 108 BGG. Legal aid is refused if the application lacks prospects of success, and costs may be imposed on the unsuccessful party, taking abusive litigation conduct into account.

Der Einzelrichter zieht in Erwägung:

Die Eingabe ist als Beschwerde in Strafsachen entgegenzunehmen.
2.
Eine Verhandlung ist nicht notwendig (vgl. Art. 58 BGG). Das Gesuch um eine Hauptverhandlung (Antrag 11) ist abzuweisen.

Es kann nur um den angefochtenen Entscheid gehen, auf den sich die Beschwerde beziehen muss. Auf Anträge und Ausführungen zu anderen Entscheiden und Themen ist nicht einzutreten. Soweit die Beschwerde im Übrigen sachgerecht ist, genügen die wirren Ausführungen den Begründungsanforderungen von Art. 42 Abs. 2 und Art. 106 Abs. 2 BGG nicht. Der Beschwerdeführer stellt denn auch selber fest, "aus gerichtsökonomischen Gründen" trete er "auf die pseudojuristische Rabulistik der einseitig begabten VorderrichterInnen" nicht ein (Beschwerde S. 22 Ziff. 2). Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten. Mit dem Entscheid in der Sache ist das Gesuch um aufschiebende Wirkung gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der missbräuchlichen Art der Prozessführung ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Einzelrichter:

Das Gesuch um Durchführung einer Hauptverhandlung wird abgewiesen.
2.
Auf die Beschwerde wird nicht eingetreten.
3.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
4.
Die Gerichtskosten von Fr. 1'000.-- werden dem Beschwerdeführer auferlegt.
5.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, I. Strafkammer, schriftlich mitgeteilt.
