Der Präsident zieht in Erwägung:

Der Beschwerdeführer erhebt "Zuständigkeits- und Ausstandsbeschwerde" im Sinne von Art. 92 BGG. Da es sich beim angefochtenen Entscheid indessen um einen Endentscheid im Sinne von Art. 90 BGG handelt, ist die Eingabe als Beschwerde in Strafsachen gemäss Art. 78 ff. BGG entgegenzunehmen. Soweit sich die Beschwerde allerdings gegen den im vorinstanzlichen Verfahren angefochtenen Beschluss vom 30. April 2007 richtet (Beschwerde S. 6 Ziff. 4.2.), ist darauf im Verfahren nach Art. 108 BGG nicht einzutreten, weil dieser Beschluss nicht letztinstanzlich im Sinne von Art. 80 Abs. 1 BGG ist.

Die Beschwerde richtet sich dagegen, dass gegen eine Person keine Strafuntersuchung wegen falscher Anschuldigung eröffnet und auf das Begehren, gegen drei weitere Personen eine Strafuntersuchung wegen Begünstigung und Amtsanmassung zu eröffnen, nicht eingetreten wurde. Gemäss Art. 81 Abs. 1 BGG und der bundesgerichtlichen Rechtsprechung (BGE 6B_12/2007 vom 5. Juli 2007) ist der Anzeigeerstatter oder Geschädigte zur Beschwerde nicht legitimiert. Soweit der Beschwerdeführer Verletzungen seiner Grundrechte rügt (z.B. Beschwerde S. 7 Ziff. 5.2. al 2), genügt die Eingabe überdies den Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Mit dem Entscheid in der Sache ist das Gesuch um Erlass vorsorglicher Verfügungen gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer aufer-legt.
3.
Dieses Urteil wird dem Beschwerdeführer, der Oberstaatsanwaltschaft des Kantons Zürich und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
