Der Präsident zieht in Erwägung:

Da es um eine Strafsache geht, sind die als staatsrechtliche Beschwerde und als Nichtigkeitsbeschwerde bezeichneten Eingaben des Beschwerdeführers als Beschwerde gemäss Art. 78 ff. BGG entgegenzunehmen. Mit diesem Rechtsmittel kann auch die Verletzung verfassungsmässiger Rechte geltend gemacht werden (Art. 95 BGG).

Im angefochtenen Entscheid wurde auf ein Ausstandsbegehren des Beschwerdeführers nicht eingetreten, und es wurde ein Wiederaufnahmegesuch abgewiesen, soweit darauf eingetreten wurde.
In Bezug auf das Ausstandsbegehren macht der Beschwerdeführer vor Bundesgericht geltend, die Kantonsrichter seien bereits seit 16 Jahren in seiner Sache tätig. Zudem erhebt er verschiedene Vorwürfe, wie zum Beispiel, es seien gewisse Umstände bewusst verheimlicht worden. Mit derartigen unsubstanziierten Vorbringen lässt sich nicht darlegen, dass und inwieweit die Vorinstanz gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen haben könnte, als sie auf das Ausstandsgesuch nicht eintrat.
Dasselbe gilt in Bezug auf das Wiederaufnahmegesuch. Der Beschwerdeführer macht zum Beispiel geltend, es sei verheimlicht worden, dass ihm der gesetzlich vorschriebene Freigang an der frischen Luft nicht gewährt worden sei. Inwieweit dies in Bezug auf die seinerzeitige Verurteilung wegen sexueller Handlung mit einem Kind eine relevante neue Tatsache darstellen könnte, wird in der Beschwerde nicht dargelegt.
Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Kantonsgericht St. Gallen, Strafkammer, schriftlich mitgeteilt.
