It held that no separate subsidiary constitutional complaint was available in criminal matters and that the appellant, as an informant/injured party, lacked standing to challenge the refusal to open investigations against officials. In criminal matters, cantonal decisions are to be challenged by way of the ordinary criminal appeal, so that the subsidiary constitutional complaint is excluded. An informant or injured party lacks standing to appeal against a refusal to open criminal proceedings against third persons unless the statutory requirements for standing are met. Constitutional grievances must be specifically reasoned under Art. 106 Abs. 2 BGG; otherwise the Court does not enter into the appeal. Costs are borne by the unsuccessful appellant pursuant to Art. 66 Abs. 1 BGG.

Der Präsident zieht in Erwägung:

Eine Feststellung, dass das Bundesgericht die Grundrechte des Beschwerdeführers verletzt und "den menschenrechtskonformen Zustand wieder herzustellen" habe (Anträge 8 und 10), ist im vorliegenden Verfahren nicht möglich. Darauf ist nicht einzutreten.

Im Strafrecht können alle kantonalen Entscheide unter denselben Legitimationsvoraussetzungen mit dem ordentlichen Rechtsmittel der Beschwerde in Strafsachen angefochten werden. Es besteht deshalb für die subsidiäre Verfassungsbeschwerde kein Raum (Urteil 6B_38/2007 vom 23. August 2007, E. 3). Auf diese ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Beschwerde richtet sich dagegen, dass gegen drei Personen sowie gegen Unbekannt keine Strafuntersuchung wegen Amtsmissbrauchs eröffnet und auf das Begehren, gegen drei weitere Personen eine Strafuntersuchung wegen Amtsmissbrauchs etc. zu eröffnen, nicht eingetreten wurde. Gemäss Art. 81 Abs. 1 BGG (der Art. 115 BGG entspricht) sowie der bundesgerichtlichen Rechtsprechung (BGE 6B_12/2007 vom 5. Juli 2007) ist der Anzeigeerstatter oder Geschädigte zur Beschwerde nicht legitimiert. Soweit der Beschwerdeführer Verletzungen seiner Grundrechte rügt (z.B. Beschwerde S. 6 Ziff. 3.2.), genügt die Eingabe überdies den Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht. Auf die Beschwerde in Strafsachen ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Mit dem Entscheid in der Sache ist das Gesuch um Erlass vorsorglicher Verfügungen gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die subsidiäre Verfassungsbeschwerde und auf die Beschwerde in Strafsachen wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer, der Oberstaatsanwaltschaft des Kantons Zürich und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
