The appellant challenged a cantonal non-entry decision in a matter concerning an order discontinuing proceedings for acts of violence. Court costs may be reduced under Art. 65 Abs. 2 BGG according to the party's financial situation, but remain chargeable to the unsuccessful appellant under Art. 66 Abs. 1 BGG.

Der Präsident zieht in Erwägung:

Im angefochtenen Beschluss wurde auf eine kantonale Beschwerde nicht eingetreten, weil der Kostenvorschuss nicht innert Frist bezahlt worden war (BKBES.2009.75). Soweit sich der Beschwerdeführer vor Bundesgericht überhaupt sachbezogen äussert, bringt er nur vor, es sei nebensächlich, dass er den geforderten Vorschuss nicht geleistet habe, zumal nicht sein Verhalten nach der Einreichung des Strafantrags zu beurteilen sei, sondern dasjenige der von ihm angezeigten Person und der Staatsanwaltschaft. Im Übrigen hätte ein Kostenvorschuss gar nicht verlangt werden dürfen, weil die Begründung, die Beschwerde erscheine aussichtlos, unglaubwürdig sei. Aus diesen Ausführungen ergibt sich nicht, dass und inwieweit der angefochtene Beschluss gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte. Im Übrigen trifft entgegen der Behauptung des Beschwerdeführers nicht zu, dass die Frist zur Zahlung des Kostenvorschusses schon abgelaufen war, als er den entsprechenden Entscheid in Empfang nahm. Die Beschwerde genügt den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Solothurn, Beschwerdekammer, schriftlich mitgeteilt.
