The Federal Criminal Division, by its president, refused to enter into the appellant’s submission because he did not comply with the order to file the challenged decision by the stated deadline. Der Präsident zieht in Erwägung:

Der Beschwerdeführer wurde am 15. April 2009 gestützt auf Art. 42 BGG aufgefordert, seinem Schreiben vom 10. April 2009 den angefochtenen Entscheid bis zum 11. Mai 2009 beizulegen, ansonsten seine Eingabe unbeachtlich bleibe bzw. kostenfrei abgelegt werde. Der Beschwerdeführer kam dieser Aufforderung nicht nach. Schon deshalb ist auf seine Eingabe nicht einzutreten. Soweit er sinngemäss eine Rechtsverweigerung geltend macht und dabei auf die Mitteilung des Gerichtspräsidenten 3 des Gerichtskreises IV Aarwangen-Wangen vom 10. März 2009 verweist, geht aus seiner Eingabe nicht hervor und ist auch nicht ersichtlich, dass und inwiefern hierdurch schweizerisches Recht im Sinne von Art. 95 BGG verletzt sein könnte. Insoweit genügt die Eingabe des Beschwerdeführers den Begründungsanforderungen von Art. 42 und 106 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 Abs. 2 BGG nicht einzutreten.

Ausnahmsweise kann auf eine Kostenauflage verzichtet werden.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Kosten erhoben.
3.
Dieses Urteil wird dem Beschwerdeführer schriftlich mitgeteilt.
