Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid wurde auf ein Verfahren nicht eingetreten, weil der Beschwerdeführer nach der Ablehnung eines Gesuches um unentgeltliche Prozessführung den verlangen Kostenvorschuss nicht geleistet hatte. Mit der Frage der Nichtleistung des Kostenvorschusses befasst er sich in seiner Eingabe vor Bundesgericht nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Seiner finanziellen Lage ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Kantonsgericht Appenzell I.Rh., Abteilung Zivil- und Strafgericht, schriftlich mitgeteilt.
