The Federal Supreme Court held that the complainant lacked standing to challenge the discontinuance of a criminal investigation for assault. He was neither a private prosecutor nor a victim under the Victim Assistance Act, and the alleged conduct did not amount to a serious impairment of physical or psychological integrity. He also could not assert civil claims against the official because direct actions were excluded under cantonal liability law. The Court therefore did not enter into the complaint and ordered the appellant to pay court costs of CHF 800.

A mere injured person, without victim status under the OHG/VG, is not legitimized unless the alleged offence entails a serious impairment of physical or psychological integrity amounting to a traumatic experience. Where cantonal liability law excludes direct claims against the official and leaves only a public-law claim against the canton, no civil claim within the meaning of Art. 81 BGG exists (consid. 1). In such a case, the Federal Supreme Court does not enter into the complaint pursuant to Art. 108 BGG; court costs are borne by the unsuccessful appellant under Art. 66 Abs. 1 BGG.

Erwägungen:

Der Beschwerdeführer richtet sich dagegen, dass eine Strafuntersuchung wegen Tätlichkeit gegen den Kantonspolizist A.________ eingestellt und im angefochtenen Entscheid eine dagegen erhobene Beschwerde abgewiesen wurden, soweit darauf einzutreten war. Die Legitimationsvoraussetzungen zur Beschwerde in Strafsachen ergeben sich aus Art. 81 Abs. 1 BGG. Der Beschwerdeführer ist weder Privatstrafkläger noch Strafantragsteller. Er ist auch nicht Opfer im Sinne des Opferhilfegesetzes (OHG), weil die von ihm angezeigten Tätlichkeiten nach den Feststellungen im angefochtenen Entscheid keine erhebliche Beeinträchtigung seiner körperlichen oder psychischen Integrität im Sinne eines traumatischen Erlebnisses bewirkten (BGE 125 Il 265 E. 2a/aa; 120 la 157 2c/cc). Zwar hat der Beschwerdeführer gemäss seinen eigenen Angaben wegen des Anschlagens seines Kopfes am Autodach noch viele Tage an starken Kopfschmerzen gelitten; er hat es aber offensichtlich nicht für erforderlich gehalten, deswegen einen Arzt aufzusuchen. Als (bloss) Geschädigter ist er zur Beschwerdeführung nicht legitimiert (BGE 133 IV 228).

Überdies kann er gegen die angeblich fehlbare Amtsperson keine Zivilforderungen geltend machen. Nach § 2 Abs. 2 des Verantwortlichkeitsgesetzes des Kantons Solothurn (GS 124.21) ist das direkte Klagerecht gegen den fehlbaren Beamten ausgeschlossen. Besitzt das Opfer lediglich eine öffentlich-rechtliche Forderung gegen das Gemeinwesen, ist es zur Beschwerde nicht legitimiert (BGE 128 IV 188 E. 2; 127 IV 189 E. 2b).

Da der Beschwerdeführer folglich weder nach Art. 81 Abs. 1 lit. b Ziff. 5 BGG noch sonst wie ein rechtlich geschütztes Interesse an der Aufhebung oder Änderung des angefochtenen Entscheids hat, ist er zur Beschwerde nicht legitimiert. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt das Bundesgericht:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Solothurn, Beschwerdekammer, schriftlich mitgeteilt.
