Considérant en fait et en droit:

1.1 Par écriture postée le 28 février 2011, X.________ a déposé un recours contre les deux décisions précitées.

1.2 En vertu de l'art. 42 al. 1 et 2 LTF, le recourant doit motiver son recours en exposant succinctement en quoi la décision attaquée viole le droit. La partie qui saisit le Tribunal fédéral d'un recours doit en outre annexer un exemplaire de la décision attaquée à son mémoire (art. 42 al. 3 LTF).

1.3 Par lettre du 4 mars 2011, le Président de la cour de céans a informé le recourant des conditions de recevabilité d'un recours en matière pénale devant le Tribunal fédéral, précisant que son écriture n'y satisfaisait pas. Il lui a également imparti un délai au 21 mars 2011 pour faire part d'un éventuel retrait du recours. L'intéressé n'ayant pas donné suite à ce courrier, il convient de statuer en l'état du dossier, à savoir que le recours déposé ne contient aucune conclusion, ni motivation d'aucune sorte tendant à démontrer en quoi les décisions attaquées - que l'intéressé n'a pas non plus produites - violeraient le droit. Faute de satisfaire aux exigences de motivation, le recours doit être écarté en application de l'art. 108 al. 1 let. a et b LTF, dans la mesure où le Tribunal fédéral serait (matériellement, localement et fonctionnellement) compétent.

Exceptionnellement, le présent arrêt peut être rendu sans frais (art. 66 al. 1 LTF).
Par ces motifs, le Président prononce:

Le recours est déclaré irrecevable.

Il n'est pas perçu de frais judiciaires.

Le présent arrêt est communiqué au recourant.
