A constitutional appeal was filed against a Vaud appellate decision that had struck a debt-enforcement matter from the roll after the appellant failed to pay the required advance on costs. The Federal Supreme Court held that the new appeal was not reasoned in a manner compliant with the LTF and was also abusive. It therefore dealt with the matter in simplified procedure and declared the appeal inadmissible. Judicial costs of CHF 300 were imposed on the appellant. The Court also noted that any further similar filing in the same matter would be left unanswered and simply filed.

A constitutional appeal must set out, in a manner meeting the strict motivation requirements, which constitutional rights were violated and how. Where the filing manifestly lacks such reasoning and is abusive, the Federal Supreme Court may declare it inadmissible in simplified procedure under Art. 108 LTF and charge the costs to the appellant under Art. 66 al. 1 LTF. Repetitive abusive submissions in the same matter need not be addressed further.

Vu:
l'arrêt attaqué qui, statuant sur le recours formé par A.________ contre le prononcé de mainlevée de son opposition à la poursuite n° xxxx de l'Office des poursuites du district de Morges exercée par la Confédération suisse pour un montant de 2'100 fr., déclare ce recours non avenu faute de paiement, dans le délai imparti, de l'avance de frais requise et raye la cause du rôle;
le recours du prénommé au Tribunal fédéral du 5 novembre 2011, dans lequel il se prévaut, de manière guère compréhensible, de ce qu'aucun jugement fédéral ou cantonal n'aurait de valeur;
considérant:
que ce recours, comme les précédents, est dépourvu de motivation conforme aux exigences des art. 116 et 117/106 al. 2 LTF et s'avère de surcroît abusif (art. 42 al. 7 LTF);
qu'il convient en conséquence de le déclarer irrecevable en procédure simplifiée (art. 108 al. 1 let. b et c LTF), aux frais de son auteur (art. 66 al. 1 LTF);
que tout nouvel acte du même style dans cette affaire - demande de révision abusive en particulier - demeurera sans réponse et sera classé purement et simplement;
par ces motifs, la Présidente prononce:

Le recours est irrecevable.
2.
Les frais judiciaires, arrêtés à 300 fr., sont mis à la charge du recourant.
3.
Le présent arrêt est communiqué aux participants à la procédure et au Président de la Cour des poursuites et faillites du Tribunal cantonal du canton de Vaud.

Whether the constitutional appeal met the federal reasoning requirements and was admissible.
The appeal did not contain sufficient reasoning under the Federal Supreme Court Act and was abusive; it was therefore inadmissible in simplified procedure.
The filing failed to comply with the motivation requirements of Arts. 116 and 117 in conjunction with Art. 106(2) LTF and was additionally abusive under Art. 42(7) LTF.
Allocation of federal court costs.
Court costs were imposed on the appellant.
Because the appeal was inadmissible, the costs followed the result under Art. 66(1) LTF.
