A constitutional complaint must set out, in a manner capable of review, how the challenged decision violates constitutional rights; mere criticism or a reassertion of the case is insufficient. Where the submission does not engage with the cantonal reasoning, the Federal Supreme Court does not enter into the matter in simplified procedure under Art. 108(1) lit. b and c LTF. Repeated abusive filings may additionally be disregarded under Art. 42(7) LTF. A request for suspensive effect becomes moot once the appeal is declared inadmissible (consid. 1-3).

Considérant:

que, par arrêt du 21 août 2013, la Cour des poursuites et faillites du Tribunal cantonal du canton de Vaud a prononcé, à concurrence de xxxx fr. sans intérêts, la mainlevée définitive de l'opposition formée par le recourant dans le cadre d'une poursuite initiée à l'instance de l'intimé;
que l'arrêt entrepris retient que la créance invoquée par l'intimé se fondait sur un arrêt définitif et exécutoire, sans que le recourant invoque de moyens pouvant justifier sa libération;
que le recours constitutionnel ne satisfait pas aux exigences des art. 116 et 117/106 al. 2 LTF, le recourant ne s'en prenant pas de manière compréhensible aux considérants de l'arrêt du Tribunal cantonal;
qu'à cela s'ajoute qu'une fois de plus, le recourant procède de manière abusive (art. 42 al. 7 LTF);
que, dans ces conditions, il convient de déclarer son recours irrecevable selon la procédure simplifiée prévue aux art. 117 et 108 al. 1 let. b et c LTF;
que la requête implicite d'effet suspensif devient en conséquence sans objet;
que les frais judiciaires doivent être mis à la charge du recourant (art. 66 al. 1 LTF);
que toute nouvelle écriture du même genre dans cette affaire, notamment une demande de révision abusive, sera classée sans réponse;

par ces motifs, le Président prononce:

Le recours est irrecevable.

2.

La requête d'effet suspensif est sans objet.

3.

Les frais judiciaires, arrêtés à 300 fr., sont mis à la charge du recourant.

4.

Le présent arrêt est communiqué aux parties et à la Cour des poursuites et faillites du Tribunal cantonal du canton de Vaud.
