The Swiss Federal Supreme Court held that the appellant’s complaint against a Bern Higher Court decision in protective measures proceedings was filed one day after the 30-day appeal deadline and was therefore manifestly inadmissible. The Court did not enter into the appeal under the simplified procedure. It also denied the appellant’s request for free legal aid because the appeal was hopeless, and it imposed court costs of CHF 500 on the appellant.

A submission after expiry is manifestly inadmissible and is dealt with in simplified procedure by the presiding judge. Free legal aid under Art. 64 Abs. 1 BGG is excluded where the remedy has no prospects of success. Under Art. 66 Abs. 1 BGG, the unsuccessful appellant bears the court costs.

in Erwägung,
dass die Beschwerde nach Art. 72 ff. BGG innert 30 Tagen nach der Eröffnung des kantonalen Entscheids beim Bundesgericht einzureichen oder zu dessen Handen der Schweizerischen Post zu übergeben ist (Art. 100 Abs. 1, Art. 48 Abs. 1 BGG),
dass der Entscheid des Obergerichts vom 14. Oktober 2011 dem Beschwerdeführer am 18. Oktober 2011 eröffnet worden ist,
dass die Beschwerde am 18. November 2011 und damit nach Ablauf der Beschwerdefrist (Donnerstag, den 17. November 2011) der Post übergeben worden ist,
dass somit auf die - wegen Verspätung offensichtlich unzulässige - Beschwerde in Anwendung von Art. 108 Abs. 1 lit. a BGG nicht einzutreten ist,
dass dem Beschwerdeführer die unentgeltliche Rechtspflege in Anbetracht der Aussichtslosigkeit der Beschwerde nicht gewährt werden kann (Art. 64 Abs. 1 BGG),
dass der Beschwerdeführer kostenpflichtig wird (Art. 66 Abs. 1 BGG),
dass in den Fällen des Art. 108 Abs. 1 BGG das vereinfachte Verfahren zum Zuge kommt und die Abteilungspräsidentin zuständig ist,
erkennt die Präsidentin:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern schriftlich mitgeteilt.
