The appellant withdrew his federal appeal against a Ticino cantonal appellate judgment concerning recusal and child-custody/visitation matters. The Federal Court, acting through its president as single judge, struck the case from the docket. It rejected the request to be exempted from costs, but taking account of the appellant’s economic situation, it fixed reduced judicial costs at CHF 200 and charged them to him.
Art. 32 cpv. 2 LTF; withdrawal of the appeal and removal from the docket by the instructing judge as single judge. When an appeal is withdrawn, the proceedings are discontinued without a merits ruling. Pursuant to Art. 66 cpv. 3 LTF, unnecessary costs are borne by the party causing them; however, the court may reduce the fee in light of the party’s financial circumstances. The allocation of costs remains a dispositive consequence of the discontinuance and may be adjusted equitably, without affecting the absence of a substantive adjudication on the appeal.

Ritenuto in fatto e considerando in diritto:
che con ricorso 24 settembre 2007 A.________ ha impugnato innanzi al Tribunale federale la sentenza con cui il Tribunale di appello del Cantone Ticino ha dichiarato irricevibile l'istanza di ricusa formulata nei confronti della Commissione tutoria regionale 14 e respinto un gravame contro una decisione dell'autorità di vigilanza sulle tutele del Cantone Ticino;
che con decreto del 19 ottobre 2007 il Presidente della Corte adita ha respinto, per carenza di possibilità di esito favorevole del ricorso, la domanda di assistenza giudiziaria formulata dal ricorrente;
che con scritto 22 novembre 2007 il ricorrente ha dichiarato di ritirare il ricorso e ha chiesto di essere esonerato dal pagamento delle spese;
che giusta l'art. 32 cpv. 2 LTF il giudice dell'istruzione decide quale giudice unico lo stralcio dal ruolo delle cause ritirate;
che le spese inutili sono pagate da chi le causa (art. 66 cpv. 3 LTF);
che tuttavia viste le condizioni economiche del ricorrente si giustifica prelevare una tassa di giustizia ridotta;
per questi motivi, il Presidente decreta:

La causa è stralciata dai ruoli a seguito del ritiro del ricorso.
2.
Le spese giudiziarie di fr. 200.-- sono poste a carico del ricorrente.
3.
Comunicazione alle parti e alla I Camera civile del Tribunale di appello del Cantone Ticino.
