The appellant challenged a cantonal decision concerning approval for the sale of land. Before the Federal Supreme Court could decide the merits, he withdrew the civil appeal by letter of 21 October 2009. The Division President therefore ordered the proceedings closed as withdrawn and charged the appellant with a court fee of CHF 300. The decision also ordered notification to the parties and to the Uri cantonal government.

Costs are allocated according to the federal cost rules, in particular to the withdrawing appellant, subject to the applicable provisions on cost allocation and the special procedural rules of the BZP invoked via Art. 71 BGG. Considerations on the merits are not required once withdrawal is established.

dass der Beschwerdeführer die Beschwerde mit Schreiben vom 21. Oktober 2009 zurückgezogen hat, die Beschwerde daher durch die Abteilungspräsidentin (Art. 32 Abs. 2 BGG) abzuschreiben ist (Art. 71 BGG i.V.m. Art. 73 BZP) und die Kosten dem Beschwerdeführer aufzuerlegen sind (Art. 71 BGG i.V.m. Art. 5 Abs. 2 BZP, Art. 66 Abs. 1 und 5 BGG),
verfügt die Präsidentin:

Das Verfahren wird als durch Rückzug der Beschwerde erledigt abgeschrieben.
2.
Die Gerichtsgebühr von Fr. 300.-- wird dem Beschwerdeführer auferlegt.
3.
Diese Verfügung wird den Parteien und dem Regierungsrat des Kantons Uri schriftlich mitgeteilt.
