The Federal Supreme Court treated the appellant’s filing as a subsidiary constitutional complaint after finding that an ordinary civil law appeal was unavailable because the amount in dispute was too low and no issue of fundamental importance was shown. It refused to extend the filing deadline, held that the complaint did not meet the constitutional substantiation requirements, and therefore did not enter into the matter. Such a complaint may invoke only constitutional rights and must set out, in a manner directed against the reasoning of the challenged decision, which rights were infringed; a merely appellatory submission does not satisfy the strict reasoning requirement and leads to non-entry. In Erwägung,
dass der Beschwerdeführer am 9. Juli 2008 im Zusammenhang mit einem Auftragsverhältnis Klage gegen den Beschwerdegegner auf Zahlung von Fr. 9'583.05 nebst Zins einreichte;
dass die Präsidentin der 2. Abteilung des Kreisgerichts St. Gallen die Klage mit Entscheid vom 15. Januar 2009 im Betrag von Fr. 4'916.55 nebst 5 % Zins seit 20. Februar 2006 guthiess;
dass der Beschwerdeführer gegen diesen Entscheid Berufung einlegte, auf welche der Präsident der III. Zivilkammer des Kantonsgerichts St. Gallen mit Verfügung vom 30. April 2009 nicht eintrat, weil die Einschreibgebühr nicht innerhalb der angesetzten Frist bezahlt worden war;
dass der Beschwerdeführer dem Bundesgericht eine nicht datierte, am 4. Juni 2009 der Post übergebene Eingabe einreichte, aus der hervorgeht, dass er die Verfügung vom 30. April 2009 mit Beschwerde beim Bundesgericht anfechten will;
dass das sinngemässe Gesuch um Erstreckung der Beschwerdefrist abzuweisen ist, weil es sich dabei um eine vom Gesetz bestimmte Frist handelt, die gemäss Art. 47 Abs. 1 BGG nicht erstreckt werden kann;
dass eine Beschwerde in Zivilsachen im vorliegenden Fall nicht zulässig ist, weil der erforderliche Streitwert von mindestens Fr. 30'000.-- (Art. 74 Abs. 1 lit. b BGG) nicht erreicht wird und sich keine Rechtsfrage von grundsätzlicher Bedeutung im Sinne von Art. 74 Abs. 2 lit. a BGG stellt;
dass die Eingabe des Beschwerdeführers unter diesen Umständen als subsidiäre Verfassungsbeschwerde im Sinne von Art. 113 ff. BGG zu behandeln ist;
dass mit einer solchen Beschwerde ausschliesslich die Verletzung von verfassungsmässigen Rechten gerügt werden kann (Art. 116 BGG);
dass in der Beschwerdeschrift dargelegt werden muss, welche verfassungsmässigen Rechte durch das kantonale Gericht verletzt worden sind, und solche Rügen unter Bezugnahme auf die Erwägungen des angefochtenen Entscheides zu begründen sind (Art. 42 Abs. 2 und Art. 106 Abs. 2 in Verbindung mit Art. 117 BGG);
dass die Eingabe des Beschwerdeführers vom 4. Juni 2009 diesen Anforderungen offensichtlich nicht genügt, weshalb auf die Beschwerde mangels hinreichender Begründung nicht einzutreten ist (Art. 108 Abs. 1 lit. b in Verbindung mit Art. 117 BGG);
dass die Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG);
erkennt die Präsidentin:

Das Gesuch um Erstreckung der Beschwerdefrist wird abgewiesen.
2.
Auf die Beschwerde wird nicht eingetreten.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Kantonsgericht St. Gallen, Präsident der III. Zivilkammer, schriftlich mitgeteilt.
