The appellant filed a constitutional complaint against an interlocutory civil order from the Bern cantonal supreme court. The Federal Supreme Court found the filing barely legible and wholly unreasoned, so it clearly failed to meet the formal requirements of Art. 42 paras. 1 and 2 LTF and was therefore inadmissible. Because the complaint had no prospects of success, the request for legal aid was denied. The Court waived judicial fees.

recours constitutionnel contre la décision prise le 9 décembre 2013 par le juge instructeur de la IIe Chambre civile de la Cour suprême du canton de Berne.

Considérant:

Que l'acte de recours est difficilement lisible et dépourvu de toute motivation;
Qu'il ne satisfait manifestement pas aux exigences posées par l'art. 42 al. 1 et 2 de la loi fédérale sur le Tribunal fédéral (LTF) relatif aux mémoires adressés au tribunal;
Que le recours est par conséquent irrecevable;
Que l'acte semble comporter une demande d'assistance judiciaire;
Que celle-ci ne peut pas être accueillie conformément à l'art. 64 LTF, le recours étant dépourvu de chances de succès;
Que le Tribunal fédéral peut renoncer à prélever l'émolument judiciaire (art. 66 al. 1 LTF).

Par ces motifs, le Tribunal fédéral prononce:

Le recours est irrecevable.

2.

La demande d'assistance judiciaire est rejetée.

3.

Il n'est pas perçu d'émolument judiciaire.

4.

Le présent arrêt est communiqué aux parties et à la Cour suprême du canton de Berne.
