The Federal Supreme Court did not enter into the appellant’s filing against the Zurich Higher Court’s decision upholding the denial of legal aid and the order to pay an advance on costs. It held that ordinary civil appeal was unavailable because the amount in dispute was below CHF 30,000 and no question of principle was shown, so the filing had to be treated as a subsidiary constitutional complaint. Where the value in dispute does not reach the threshold for a civil appeal and no question of principle is shown, the filing is to be treated as a subsidiary constitutional complaint. Such a complaint may invoke only constitutional rights and must, in the pleading itself, set out specifically and by reference to the contested reasons which constitutional guarantees were infringed. A mere referral to submissions made in the cantonal proceedings does not satisfy the substantiation requirement. If these requirements are not met, the Federal Supreme Court will not enter into the complaint under Art. 108 Abs. 1 lit. b BGG. Legal aid is to be refused when the complaint has no reasonable prospect of success.

In Erwägung,
dass das Bezirksgericht Zürich mit Verfügung vom 11. Januar 2013 das Gesuch des Beschwerdeführers um unentgeltliche Rechtspflege abwies und ihm eine Nachfrist von zehn Tagen ab Zustellung der Verfügung zur Zahlung eines Kostenvorschusses von Fr. 250.-- ansetzte mit dem Hinweis, dass bei Säumnis auf seine Klage nicht eingetreten werde;
dass der Beschwerdeführer diese Verfügung beim Obergericht des Kantons Zürich anfocht, das seine Beschwerde mit Urteil vom 4. Februar 2013 abwies;
dass der Beschwerdeführer den Entscheid des Obergerichts mit Rechtsschrift vom 6. März 2013 beim Bundesgericht anfocht;
dass eine Beschwerde in Zivilsachen im vorliegenden Fall nicht zulässig ist, weil der erforderliche Streitwert von Fr. 30'000.-- (Art. 74 Abs. 1 lit. b BGG) nicht erreicht wird und sich keine Rechtsfrage von grundsätzlicher Bedeutung im Sinne vom Art. 74 Abs. 2 lit. a BGG stellt;
dass die Eingabe des Beschwerdeführers unter diesen Umständen als subsidiäre Verfassungsbeschwerde im Sinne von Art. 113 ff. BGG zu behandeln ist;
dass mit einer solchen Beschwerde ausschliesslich die Verletzung von verfassungsmässigen Rechten gerügt werden kann (Art. 116 BGG);
dass in der Beschwerdeschrift dargelegt werden muss, welche verfassungsmässigen Rechte durch das kantonale Gericht verletzt worden sind, und solche Rügen unter Bezugnahme auf die Erwägungen des angefochtenen Entscheides zu begründen sind (Art. 106 Abs. 2 in Verbindung mit Art. 117 BGG);
dass die Begründung in der Beschwerdeschrift selbst enthalten sein muss, weshalb der Verweis des Beschwerdeführers auf seine Beschwerdeschrift an das Obergericht unbeachtlich ist (BGE 131 III 384 E. 2.3);
dass die Rechtsschrift vom 6. März 2013 die erwähnten Begründungsanforderungen nicht erfüllt, weshalb auf die Beschwerde im Verfahren nach Art. 108 Abs. 1 lit. b BGG nicht einzutreten ist;
dass das Gesuch um Befreiung von den Gerichtskosten, über das unter den gegebenen Umständen nicht vorgängig separat entschieden werden musste (vgl. Urteil 4A_20/2011 vom 11. April 2011 E. 7.2.2), wegen Aussichtslosigkeit der Beschwerde abzuweisen ist (Art. 64 Abs. 1 BGG);
dass die Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG);

erkennt die Präsidentin:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, I. Zivilkammer, schriftlich mitgeteilt.
