The Federal Supreme Court held that a civil-law appeal was not admissible because the amount in dispute was below CHF 30,000 and no fundamental legal question was shown. It therefore treated the filing as a subsidiary constitutional complaint. However, the appellant did not identify any constitutional rights violated by the cantonal decision and failed to substantiate his arguments with reference to that decision. The Court accordingly declined to enter into the complaint and charged the court costs to the appellant.

Where the value in dispute does not reach the statutory threshold and no question of fundamental importance is raised, an appeal in civil matters is excluded and the filing is to be construed as a subsidiary constitutional complaint. Such a remedy allows only the invocation of constitutional rights, which must be specifically alleged and reasoned by reference to the challenged decision. A manifestly insufficiently reasoned submission is inadmissible and leads to non-entry (consid. 1). Court costs are borne by the unsuccessful complainant (Art. 66 Abs. 1 BGG).

In Erwägung,
dass der Einzelrichter im ordentlichen Verfahren am Bezirksgericht Zürich die Klage, mit welcher der Beschwerdeführer die Bezahlung von Fr. 1'646.30 nebst Zinsen verlangte, mit Urteil vom 16. Februar 2009 abwies;
dass der Beschwerdeführer dieses Urteil mit Nichtigkeitsbeschwerde beim Obergericht des Kantons Zürich anfocht, das mit Zirkular-Erledigungsbeschluss vom 2. Juni 2009 das Rechtsmittel abwies, soweit es darauf eintrat;
dass der Beschwerdeführer dem Bundesgericht eine vom 10. Juli 2009 datierte Eingabe einreichte, in der er erklärte, den Beschluss des Obergerichts mit Beschwerde beim Bundesgericht anzufechten;
dass eine Beschwerde in Zivilsachen im vorliegenden Fall nicht zulässig ist, weil der erforderliche Streitwert von Fr. 30'000.-- (Art. 74 Abs. 1 lit. b BGG) nicht erreicht wird und sich keine Rechtsfrage von grundsätzlicher Bedeutung im Sinne von Art. 74 Abs. 2 lit. a BGG stellt;
dass die Eingabe des Beschwerdeführers unter diesen Umständen als subsidiäre Verfassungsbeschwerde im Sinne von Art. 113 ff. BGG zu behandeln ist;
dass mit einer solchen Beschwerde ausschliesslich die Verletzung von verfassungsmässigen Rechten gerügt werden kann (Art. 116 BGG);
dass in der Beschwerdeschrift dargelegt werden muss, welche verfassungsmässigen Rechte durch das kantonale Gericht verletzt worden sind, und solche Rügen unter Bezugnahme auf die Erwägungen des angefochtenen Entscheides zu begründen sind (Art. 42 Abs. 2 und Art. 106 Abs. 2 in Verbindung mit Art. 117 BGG);
dass die Eingabe des Beschwerdeführers vom 10. Juli 2009 diesen Anforderungen offensichtlich nicht genügt, weshalb auf die Beschwerde mangels hinreichender Begründung nicht einzutreten ist (Art. 108 Abs. 1 lit. b BGG);
dass die Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG);
erkennt die Präsidentin:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 300.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Zivilkammer, schriftlich mitgeteilt.
