The Federal Supreme Court held that the appellant’s filings did not satisfy the statutory reasoning requirements for a federal complaint. He failed to set out, with reference to the cantonal judgment, which rights had been violated and why. The Court therefore did not enter into the appeal. It exceptionally waived court costs and denied party compensation to the respondent because no expense had been incurred in the federal proceedings.

Die Präsidentin hat in Erwägung,
dass das Sozialversicherungsgericht des Kantons Zürich mit Urteil KK.2012.00029 vom 28. Februar 2013 eine Klage des Beschwerdeführers abwies, mit der er sinngemäss beantragt hatte, die Beschwerdegegnerin sei zu verpflichten, ihm einen Betrag von insgesamt Fr. 933.05 zu bezahlen;
dass der Beschwerdeführer gegen diesen Entscheid mit Eingaben vom 17. März, 15. April und 28. April 2013 beim Bundesgericht Beschwerde erhob;
dass in einer Beschwerde an das Bundesgericht unter Bezugnahme auf die Erwägungen des angefochtenen Entscheides dargelegt werden muss, welche Rechte der beschwerdeführenden Partei durch das kantonale Gericht verletzt worden sind (Art. 42 Abs. 1 BGG), wobei eine allfällige Verletzung der bundesrechtlichen Verfassungsrechte vom Bundesgericht nicht von Amtes wegen geprüft wird, sondern nur dann, wenn solche Rügen in der Beschwerdeschrift ausdrücklich erhoben und begründet werden (Art. 106 Abs. 2 BGG);
dass die genannten Eingaben diesen Anforderungen offensichtlich nicht genügen, indem der Beschwerdeführer darin keine rechtsgenügend begründeten Rügen gegen den angefochtenen Entscheid erhebt, in denen er sich hinreichend mit den entscheidwesentlichen Ausführungen der Vorinstanz auseinandersetzen und darlegen würde, weshalb und inwiefern der darauf gestützte Entscheid Rechte des Beschwerdeführers verletzen soll;
dass somit auf die Beschwerde mangels hinreichender Begründung nicht einzutreten ist;
dass ausnahmsweise auf die Erhebung von Gerichtskosten zu verzichten ist (Art. 66 Abs. 1 zweiter Satz BGG);
dass die Beschwerdegegnerin keinen Anspruch auf eine Parteientschädigung hat, da ihr aus dem bundesgerichtlichen Verfahren kein Aufwand entstanden ist (Art. 68 Abs. 1 BGG);

im Verfahren nach Art. 108 Abs. 1 lit. b BGG erkannt:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben und es wird keine Parteientschädigung zugesprochen.

3.
Dieses Urteil wird den Parteien und dem Sozialversicherungsgericht des Kantons Zürich, I. Kammer, schriftlich mitgeteilt.
