If the appellant neither substantiates the legal prerequisites for entry nor raises arguable federal-law objections, the appeal is manifestly unfounded and may be decided summarily. Unentgeltliche Rechtspflege is refused where the legal remedy lacks prospects of success; costs are borne by the losing party.

Demgemäss wird im Verfahren nach Art. 36a OG erkannt:

Die Beschwerde vom 20. Juli 2004 wird als Verwaltungsgerichtsbeschwerde behandelt und abgewiesen.

Das Gesuch um Gewährung der unentgeltlichen Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Aufsichtskommission über die Rechtsanwälte im Kanton Zürich und dem Obergericht des Kantons Zürich, Verwaltungskommission, sowie dem Eidgenössischen Justiz- und Polizeidepartement schriftlich mitgeteilt.
