The Federal Supreme Court held that the Turkish appellant had no legal entitlement to renewal of his residence permit, including no claim under Article 8 ECHR because he did not live with and had no close relationship with his daughter. As a result, an appeal in public law matters was unavailable, and the filing could only be treated as a subsidiary constitutional complaint. The complaint was not sufficiently reasoned as to any constitutional-right violation, and the appellant also lacked standing to challenge the permit refusal on the merits. The Court therefore declined to enter into the case and imposed court costs of CHF 500 on the appellant.

A subsidiary constitutional complaint is confined to alleged violations of constitutional rights and must be specifically pleaded and substantiated; mere criticism of the merits is insufficient. In the absence of a legally protected interest, the applicant lacks standing under Art. 115 lit. b BGG to challenge the substantive refusal. The simplified non-entry procedure applies where the complaint is manifestly inadmissible (consid. 1-3).

Der Präsident hat nach Einsicht
in das Urteil des Verwaltungsgerichts des Kantons St. Gallen vom 4. Juli 2007, womit die Beschwerde des türkischen Staatsangehörigen X.________, geboren 1968, betreffend Nichtverlängerung der Aufenthaltsbewilligung abgewiesen worden ist,
in die sich gegen das verwaltungsgerichtliche Urteil richtende Beschwerde von X.________ vom 8. August 2007,
in Erwägung,
dass die Beschwerde in öffentlich-rechtlichen Angelegenheiten gemäss Art. 83 lit. c BGG unzulässig ist gegen Entscheide auf dem Gebiet des Ausländerrechts betreffend Bewilligungen, auf die weder das Bundesrecht noch das Völkerrecht einen Anspruch einräumt,
dass der Beschwerdeführer unter keinem Titel einen Rechtsanspruch auf Verlängerung der Aufenthaltsbewilligung hat, wobei ein solcher sich insbesondere nicht aus dem Umstand ableiten lässt, dass er ausserehelicher Vater einer Tochter mit Niederlassungsbewilligung ist, lebt er doch nicht mit ihr zusammen und pflegt er auch keine nähere Beziehung zu ihr (angefochtenes Urteil E. 2.1 S. 5 betreffend Art. 8 EMRK),
dass damit die vorliegende Beschwerde höchstens als subsidiäre Verfassungsbeschwerde gemäss Art. 113 ff. BGG entgegengenommen werden kann,
dass mit der Verfassungsbeschwerde bloss die Verletzung verfassungsmässiger Rechte gerügt werden kann (Art. 116 BGG),
dass das Bundesgericht die Verletzung von Grundrechten nur insofern prüft, als eine solche Rüge in der Beschwerde vorgebracht und begründet wird (Art. 106 Abs. 2 BGG; s. auch Art. 42 Abs. 2 BGG),
dass der Beschwerdeführer nicht aufzeigt, welches verfassungsmässige Recht und inwiefern es durch das angefochtene Urteil verletzt worden sein soll, sodass eine formgültige Beschwerdebegründung fehlt und schon darum auf die Beschwerde nicht eingetreten werden könnte,
dass der Beschwerdeführer darüber hinaus den negativen Bewilligungsentscheid bloss in materieller Hinsicht bemängeln will und er, wegen Fehlens eines Rechtsanspruchs auf Bewilligung, insofern zur subsidären Verfassungsbeschwerde nicht legitimiert ist (Art. 115 lit. b BGG, s. dazu Urteil 2D_2/2007 vom 30. April 2007, zur Publikation bestimmt),
dass auf die subsidiäre Verfassungsbeschwerde gestützt auf Art. 108 Abs. 1 lit. a und b BGG im vereinfachten Verfahren nicht einzutreten ist,
dass die Gerichtskosten (Art. 65 BGG) dem Verfahrensausgang entsprechend dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG),
erkannt:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer sowie dem Justiz- und Polizeidepartement und dem Verwaltungsgericht des Kantons St. Gallen schriftlich mitgeteilt.
