The Federal Supreme Court dealt with a subsidiaary constitutional complaint against a cantonal administrative judgment concerning a residence permit and an advance on costs. After granting a final extension and warning the appellant that non-payment would make the appeal inadmissible, the court found that the CHF 1,000 advance had still not been paid. It therefore declared the complaint inadmissible in simplified proceedings and ordered the appellant to pay CHF 200 in judicial costs.

Where the appellant has been warned that failure to pay within the extended period will render the remedy inadmissible, the Federal Supreme Court may dispose of the matter in simplified proceedings under art. 108 LTF. Judicial costs may be charged to the unsuccessful party pursuant to arts. 65 and 66 LTF (consid. 1).

Le Président, considérant:
Que, par ordonnance du 11 mai 2007, le Président de la IIe Cour de droit public a prolongé - suite à une requête du recourant du 9 mai 2007 - jusqu'au 29 juin 2007 le délai initial courant jusqu'au 24 mai 2007, imparti à celui-ci pour verser à la Caisse du Tribunal fédéral une avance de frais de 1'000 fr., l'attention du recourant ayant été attirée sur le fait que la prolongation accordée constituait un ultime délai et qu'à défaut de paiement dans ce second délai son recours serait déclaré irrecevable,
qu'à ce jour le recourant n'a pas effectué l'avance de frais requise, si bien que son recours, considéré comme recours constitutionnel subsidiaire, doit être déclaré irrecevable, conformément à l'art. 62 al. 3 de la loi sur le Tribunal fédéral (LTF; RS 173.110), et traité selon la procédure simplifiée de l'art. 108 LTF,

qu'il se justifie de mettre un émolument judiciaire à la charge du recourant (cf. art. 66 al. 1 1ère phrase et al. 3 LTF, art. 65 LTF).

Par ces motifs, vu l'art. 108 LTF, le Président prononce:

Le recours est irrecevable.
2.
Un émolument judiciaire de 200 fr. est mis à la charge du recourant.
3.
Le présent arrêt est communiqué en copie au recourant, au Service de la population et au Tribunal administratif du canton de Vaud.
