Beschwerde gegen die Urteile des Verwaltungsgerichts des Kantons Graubünden, Einzelrichter, vom 28. Mai 2009 sowie des Bundesgerichts 2C_493/2009 vom 17. August 2009.

Erwägungen:

Das Verwaltungsgericht des Kantons Graubünden wies am 28. Mai 2009 eine Beschwerde von X.________ betreffend die Kosten für die Aktualisierung des Ausländerausweises ab. Auf die gegen das verwaltungsgerichtliche Urteil erhobene Beschwerde trat das Bundesgericht mit Urteil 2C_493/2009 vom 17. August 2009 mangels hinreichender, sachbezogener Begründung im vereinfachten Verfahren gemäss Art. 108 BGG nicht ein.
Am 30. September 2009 hat X.________ eine vom 24. September 2009 datierte, an das Bundesgericht adressierte als "staatsrechtliche Beschwerde" bezeichnete Rechtsschrift zur Post gegeben.

Gemäss Art. 108 Abs. 1 lit. a BGG entscheidet der Präsident der Abteilung als Einzelrichter im vereinfachten Verfahren über Nichteintreten auf offensichtlich unzulässige Beschwerden.
Gemäss Art. 61 BGG erwachsen Entscheide des Bundesgerichts am Tag ihrer Ausfällung in Rechtskraft; sie können nicht mit Beschwerde angefochten werden. Soweit sich die "staatsrechtliche Beschwerde", ein Rechtsmittel, das im Übrigen im Bundesgerichtsgesetz nicht mehr vorgesehen ist, gegen das bundesgerichtliche Urteil 2C_493/2009 vom 17. August 2009 richtet, ist sie offensichtlich unzulässig. Mangels substantiierten Revisionsgrundes kann sie namentlich auch nicht als Revisionsgesuch entgegengenommen werden. Was das Urteil des Verwaltungsgerichts des Kantons Graubünden U 09 37 vom 28. Mai 2009 betrifft, war dagegen innert 30 Tagen nach der Eröffnung der vollständigen Ausfertigung Beschwerde einzureichen (Art. 100 Abs. 1 BGG). Sofern nicht ohnehin schon das Nichteintretensurteil 2C_493/2009 des Bundesgerichts die Rechtskraft des fraglichen verwaltungsgerichtlichen Urteils eintreten liess, erweist sich die nochmals dagegen erhobene Beschwerde als offensichtlich verspätet. Unter diesen prozessualen Umständen Beschwerde zu erheben und dazu eine - auch angesichts der zu relativierenden Tragweite des materiellen Rechtsstreits - unnötig umfangreiche Beschwerdeschrift von über 100 Seiten einzureichen, grenzt an Rechtsmissbrauch (vgl. dazu Art. 108 Abs. 1 lit. c BGG).
Auf die Beschwerde ist gestützt auf Art. 108 Abs. 1 lit. a BGG im vereinfachten Verfahren nicht einzutreten.
Angesichts der völlig aussichtslosen Beschwerde kann dem Gesuch um unentgeltliche Rechtspflege von vornherein nicht entsprochen werden (Art. 64 BGG). Damit sind die Gerichtskosten dem unterliegenden Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 Satz 1 und Abs. 3 BGG), wobei bei der Festsetzung der Gerichtsgebühr namentlich der Art der Prozessführung Rechnung zu tragen ist (Art. 65 Abs. 2 und 3 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 1'000.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Graubünden, Einzelrichter, schriftlich mitgeteilt.
