The Federal Supreme Court did not entertain the appeal against the Thurgau Administrative Court because the appellant did not pay the ordered cost advance even within the extended deadline and did not apply for legal aid. The President therefore issued a non-entry order and waived court costs. The decision was notified to the appellant, the municipality, the environmental office, the cantonal department, and the cantonal administrative court.
Art. 62 Abs. 3 BGG; Art. 108 Abs. 1 lit. a BGG: failure to pay the ordered cost advance within the extended time limit, absent a request for legal aid, results in non-entry on the appeal. The court may waive costs under Art. 66 Abs. 1 BGG when the circumstances so justify. A non-entry decision follows automatically from the unmet advance-payment requirement; the merits are not examined.

In Erwägung,
dass der Beschwerdeführer den ihm auferlegten Kostenvorschuss auch innerhalb der ihm angesetzten Nachfrist bis 6. März 2012 nicht geleistet und abgesehen davon auch nicht um Gewährung der unentgeltlichen Rechtspflege ersucht hat;
dass somit gestützt auf Art. 62 Abs. 3 BGG im Verfahren nach Art. 108 Abs. 1 lit. a BGG auf die Beschwerde nicht einzutreten ist;
dass davon abgesehen werden kann, für das vorliegende Verfahren Kosten zu erheben (Art. 66 Abs. 1 BGG);
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Kosten erhoben.

Dieses Urteil wird dem Beschwerdeführer, der Politischen Gemeinde Salmsach, dem Amt für Umwelt sowie dem Departement für Bau und Umwelt und dem Verwaltungsgericht des Kantons Thurgau schriftlich mitgeteilt.
