X.________ challenged a cantonal administrative judgment concerning compensation for seized weapons and accessories. The Federal Supreme Court held that the complaint was only framed in general terms and did not concretely show why the reasoning or result of the non-entry decision was unlawful. Because the substantiation requirements were not met, the Court dealt with the matter summarily and did not enter into the complaint. No court costs were imposed.

In Erwägung,
dass der Einzelrichter der Verwaltungsrechtlichen Abteilung des Verwaltungsgerichts des Kantons Bern mit Urteil vom 3. August 2009 auf eine von X.________ erhobene Beschwerde nicht eingetreten ist;
dass X.________ gegen dieses Urteil öffentlich-rechtliche Beschwerde ans Bundesgericht führt;
dass das Bundesgericht davon abgesehen hat, Vernehmlassungen einzuholen;
dass der Beschwerdeführer das angefochtene Urteil sowie verschiedene Behörden und Geschehnisse ganz allgemein kritisiert, dabei aber nicht darlegt, inwiefern die dem Nichteintretensentscheid zugrunde liegende Begründung bzw. der Entscheid im Ergebnis rechts- bzw. verfassungswidrig sein soll;
dass die Beschwerde daher den gesetzlichen Formerfordernissen (Art. 42 Abs. 2 und Art. 106 Abs. 2 BGG, s. in diesem Zusammenhang BGE 134 I 313 E. 2 S. 315 sowie 134 II 349 E. 3 S. 351 f.; 133 II 249 insb. E. 1.4 S. 254) nicht zu genügen vermag, weshalb auf sie nicht einzutreten ist;
dass der genannte Mangel offensichtlich ist, weshalb über die Beschwerde im vereinfachten Verfahren nach Art. 108 Abs. 1 BGG entschieden werden kann;
dass es sich bei den gegebenen Verhältnissen rechtfertigt, keine Kosten zu erheben (Art. 66 Abs. 1 BGG);

wird erkannt:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Kosten erhoben.

3.
Dieses Urteil wird dem Beschwerdeführer sowie der Polizei- und Militärdirektion und dem Verwaltungsgericht des Kantons Bern, Verwaltungsrechtliche Abteilung, schriftlich mitgeteilt.
