September 2004 ins Alters- und Pflegeheim Z. wurde sie zudem von der Einwohnerkontrolle Z. mit Nebenwohnsitz geführt. Nachdem die Tochter von B. am 1. September 2010 bei der Einwohnerkontrolle Z. darum ersucht hatte, den Nebenwohnsitz von B. in einen Hauptwohnsitz umzuwandeln, stellte die Einwohnerkontrolle zunächst eine Meldebestätigung für den Hauptwohnsitz aus. In der Folge machte der Gemeinderat Z. an seiner Sitzung vom 18. Januar 2011 die Anmeldung mit Hauptwohnsitz wieder rückgängig. Detailabklärungen hätten im Nachhinein ergeben, dass B. zum Zeitpunkt der Gesuchstellung eine BESA-Einstufung von 4 (das heisst grosse Pflegebedürftigkeit) aufgewiesen habe. Gemäss ständiger Praxis der schweizerischen Einwohnerkontrollen sei eine Wohnsitznahme mit Hauptwohnsitz aber bei einer Einstufung von 3 und höher nicht mehr möglich.
