20 CAR § 4-101. Purpose.

(a) To establish rules to:

(1) Create a grant program known as the Great Strides Grant Program; and

(2) Thereby assist in establishing health and fitness trails in communities throughout the State of Arkansas.

(b) Funds for grants will be made available by the Department of Health through the tobacco Master Settlement Agreement.

20 CAR § 4-102. Definitions.

For the purpose of this part, the following words and terms, when used in this part, shall have the following meanings:

(1) "Eligible applicants" means:

(A) Incorporated cities;

(B) County-sponsored unincorporated communities; or

(C) Joint applications between:

(i) A city or county; and

(ii) Other organizations and individuals; and

(2)(A) "Great Strides Grant" means a grant program providing funds for communities to establish health and fitness trails.

(B) The intent of the program is to encourage physical activity and health-related benefits by providing safe and easily accessible facilities.

20 CAR § 4-103. Program rules and management.

(a)(1) The Department of Health will enter into a subgrant agreement with the Department of Parks, Heritage, and Tourism.

(2) The subgrant agreement will:

(A) Be reviewed periodically as necessary; and

(B) Define detailed grant program:

(i) Responsibilities;

(ii) Requirements; and

(iii) Rules.

(3) The Department of Health will provide overall program funding authority.

(4) The Department of Parks, Heritage, and Tourism will provide:

(A) Program management;

(B) Staffing; and

(C) Technical assistance.

(5) Either agency may terminate the agreement by giving the other a thirty-day notice of intent to terminate.

(b) Selection panel.

(1) A grant award selection panel will:

(A) Review applications; and

(B) Make funding recommendations.

(2) The panel shall consist of seven (7) members:

(A) One (1) representative from the Governor's Council on Fitness;

(B) One (1) representative from the Department of Health;

(C) One (1) representative from the Department of Parks, Heritage, and Tourism;

(D) One (1) representative from the Arkansas Minority Health Commission;

(E) One (1) representative from the Arkansas Recreation and Parks Association;

(F) One (1) representative from the Arkansas Department of Transportation; and

(G) One (1) representative from the Arkansas Medical, Dental, and Pharmaceutical Association, Inc.

(3) The director within each organization will appoint a committee representative.

(4) The length of service for each representative will be at the pleasure of each individual organization's director.

(5) The selection panel shall elect or appoint a chair annually from the above representatives.

(6) Selection panel representatives shall serve without compensation.

(7) Annual award recommendations from the selection panel will be submitted to the Secretary of the Department of Parks, Heritage, and Tourism for review and to the Governor for approval.
