Ala. Admin. Code r. 580-3-26-.01 Applicability

All certified community service providers shall establish and maintain a Human Rights Committee to serve in an advisory capacity to the community program director on client rights-related issues.

Ala. Admin. Code r. 580-3-26-.02 Committee Compositions And Responsibilities

(1) The Human Rights Committee shall be appointed by, and serve at the pleasure of, the community program director.

(2) The Human Rights Committee shall be composed of a majority of individuals that are not employed by the program, and shall consist of representatives from each of the following groups:

(a) Current and/or former consumers of services;

(b) Family members of consumers;

(c) Representatives of community support & Advocacy Organizations;

(d) Local officials;

(e) Citizens at large;

(f) Performance Improvement/Quality Enhancement Staff (Ex-Officio).

(3) Human Rights Committee members shall be required to sign a statement, prohibiting them from disclosing confidential information to others except in the performance of Human Rights Committee functions and duties.

Ala. Admin. Code r. 580-3-26-.03 Committee Duties

(1) The Committee shall perform the following duties.

(a) elect officers (Chairperson; Co-Chairperson; Secretary) to carry-out duties in an orderly fashion, with the Chair and Co-Chair not being employed by the program ;

(b) develop by-1aws and operational procedures necessary to perform duties and responsibilities;

(c) meet at least quarterly;

(d) keep minutes of all meetings and maintain related correspondence;

(e) report all committee activities and recommendations to the program director.

(2) The Human Rights Committee will include, but not be limited to, activities such as:

(a) assisting in the review of rights-related policies and procedures;

(b) promoting rights-related education and training programs;

(c) reviewing rights restrictions;

(d) assisting in monitoring activities;

(e) advising the program administrator on consumer rights-related grievances;

(f) reviewing rights-related issues in behavioral plans.
