550 Board of Medical Scholarship Awards

Ala. Admin. Code r. 550-X-3-.01 Eligibility For Loans

(a) A number of loans equal to up to twenty (20%) percent of the students enrolled in the medical schools and physician assistant programs in the State of Alabama shall be awarded each year. All loans shall be contingent on the funds being available.

(b) All full-time students enrolled in the medical schools and physician assistant programs in the State of Alabama, who are residents of the State of Alabama, shall be eligible to apply for loans.

(c) Qualified applicants shall file an approved application form prior to any deadline declared by the Board. A copy of the application form is set forth in Appendix A.

Ala. Admin. Code r. 550-X-3-.02 Awarding of Loans

(a) Loans shall be made contingent upon the applicant’s agreement in writing to practice in a rural area in a generalist specialty as determined by the Board.

(b) Board Members shall have the privilege of examining all applications and any other pertinent information provided by the applicant or others.

(c) After examining all applications and other pertinent information, each Board member present at the selection meeting shall rate each candidate from one to ten, with one being the lowest priority and ten being the highest. Loan recipients will be selected based upon the highest average scores of such priority ratings.

(d) Each recipient of a loan shall sign a legal agreement setting forth the terms of the loan and the method of repayment. A copy of such loan agreement is set forth in Appendix B.

Ala. Admin. Code r. 550-X-3-.03 Renewal Of Loans

Loans shall be automatically renewed for a total of four (4) years for medical students and three (3) years for physician assistant students, contingent upon funds being available, provided, however, each recipient shall execute a new contract each year and shall certify, annually, that his or her financial condition and needs have not changed since the original loan was made.

Ala. Admin. Code r. 550-X-3-.04 Amount Of Loan

Each loan shall be in an amount of not more than the average cost of tuition, fees and living expenses, as set forth in the current catalog of the University of Alabama School of Medicine, the University of South Alabama College of Medicine, or an accredited training program in Alabama for physician assistants for each year of enrollment.

LOAN REPAYMENT AGREEMENT

In consideration of the receipt of an educational loan from the Board of Medical Scholarship Awards, I, _______________________________ agree to establish or work for a medical practice in the city/town of ___________________________________, Alabama for the periods specified in Section 16-47-126, Code of Alabama 1975. I understand that the designation of practice location may be changed by me up to the date of completion of my residency training program, subject to the approval of the intended practice location as medically underserved area by the Board of Medical Scholarship Awards. I further understand that failure to complete the practice repayment obligations may require repayment of the principle amount of the loan plus interest and penalties as established by Section 34-47-127, Code of Alabama 1975.
