Dear Auditor Fitzpatrick:
This office received your letter of April 18, 2025, submitting a fiscal note and
fiscal note summary prepared under § 116.175, RSMo, for an initiative petition
submitted by Bradley Ketcher, 2026-037. The fiscal note summary that you
submitted is as follows:
The Department of Revenue estimates the proposal could result in the
annual loss of up to $473,665 in income and corporate tax revenue and if
service departments closed an unknown impact to sales tax revenue. The
other governmental entities and local governmental entities estimate no cost
or savings.
Under § 116.175.4, RSMo, we approve the legal content and form of the fiscal
note summary. Because our review of the fiscal note summary is mandated by
statute, no action that we take with respect to such review should be construed as
an endorsement of the initiative petition or as the expression of any view regarding
the objectives of its proponents. Furthermore, our review under § 116.175.4 does not
examine the fairness or sufficiency of the estimated fiscal impact.
