UNITED STATES DISTRICT COURT
FOR THE DISTRICT OF KANSAS
DANIIL SOLOVEV,
Plaintiff,
v.
CRAFTED BY JOANNA LLC, et al.,
Defendants.
Case No. 25-2268-KHV-ADM
REPORT AND RECOMMENDATION
On May 19, 2025, pro se plaintiff Daniil Solovev filed this case against Crafted by Joanna
LLC, Agneta Rusyte, Aleksandra Kinshina, and Laura Cortes. (ECF 1.) Under Federal Rule of
Civil Procedure 4(m), Solovev then had 90 days to serve summons on each of the four defendants.
The rule provides that “[i]f a defendant is not served within 90 days after the complaint is filed,
the court—on motion or on its own after notice to the plaintiff—must dismiss the action without
prejudice against that defendant or order that service be made within a specified time.” FED. R.
CIV. P. 4(m).
On August 25, after more than 90 days had passed since Solovev filed the complaint and
without Solovev having served any defendant, the court ordered Solovev to “show cause in writing
by September 15, 2025, why the court should not recommend that the case be dismissed without
prejudice pursuant to Rule 4(m).” (ECF 8.) On September 12, Solovev responded to the show-
cause order. (ECF 9.) Solovev stated that Solovev encountered “unexpected delays in effecting
service . . . from abroad,” but expressed an “intent to diligently pursue proper service.” (Id.) The
court then granted Solovev an extension of time, under Rule 4(m), “to serve summons and a copy

of the complaint on each defendant” by October 15. (ECF 11.) As of today’s date, October 29,
the docket still does not reflect that Solovev has served any defendant. More than five months
have passed since Solovev filed this case, yet it has not progressed. Accordingly, the court
recommends that the district judge dismiss this case without prejudice pursuant to Rule 4(m).
Solovev may file specific written objections to this Report and Recommendation within
fourteen days after being served with a copy. See 28 U.S.C. § 636(b)(1); FED. R. CIV. P. 72(b)(2);
D. KAN. RULE 72.1.4(b). If Solovev fails to file objections within the fourteen-day time period,
no appellate review of the factual and legal determinations in this Report and Recommendation
will be allowed by any court. See In re Key Energy Res. Inc., 230 F.3d 1197, 1199-1200 (10th
Cir. 2000).
Dated October 29, 2025, at Kansas City, Kansas.
