1 Die Beschwerde ist begründet. Die Revision ist nach § 132 Abs. 2 Nr. 1 VwGO zuzulassen, weil das Revisionsverfahren zur Klärung der Frage beitragen kann, ob im Falle der Aufhebung eines durch ein Regionales Raumordnungsprogramm festgesetzten Vorrangstandortes für Windenergie durch nachfolgende Änderungen dieses Raumordnungsprogramms Entschädigungsansprüche nach §§ 39 ff., insbesondere § 42 BauGB ausgelöst werden, die im Rahmen der Abwägungsentscheidung über die Änderungen zu berücksichtigen sind (vgl. zu dem entsprechenden Erfordernis im Rahmen der Abwägung bei einem Bebauungsplan: Beschluss vom 21. Februar 1991 - BVerwG 4 NB 16.90 - Buchholz 406.11 § 1 BauGB Nr. 51 = juris Rn. 5).
