Gründe

1 Die Revision ist jedenfalls gemäß § 132 Abs. 2 Nr. 1 VwGO wegen grundsätzlicher Bedeutung der Rechtssache zuzulassen. Das Revisionsverfahren kann dem Senat Gelegenheit geben, die Voraussetzungen für die Annahme vorherrschender Meinungsmacht im Sinne von § 26 Abs. 1 RStV weiterer Klärung zuzuführen.

2 Die Streitwertfestsetzung für das Beschwerdeverfahren folgt aus § 47 Abs. 1 Satz 1 und Abs. 3, § 52 Abs. 1 GKG; die vorläufige Streitwertfestsetzung für das Revisionsverfahren beruht auf § 47 Abs. 1, § 52 Abs. 1 i.V.m. § 63 Abs. 1 Satz 1 GKG.
