1 Die Beschwerden des Beklagten und des Beigeladenen zu 4 haben Erfolg. Der Rechtssache kommt die geltend gemachte grundsätzliche Bedeutung (§ 132 Abs. 2 Nr. 1 VwGO) zu. Die Revision kann dem Bundesverwaltungsgericht voraussichtlich Gelegenheit geben zu klären, ob die öffentlichen Verkehrsinteressen im Sinne von § 13 Abs. 2 Nr. 2 PBefG beeinträchtigt werden, wenn der Betrieb des beantragten Linienverkehrs infolge eines zu erwartenden Defizits gefährdet wäre, und inwieweit bei der Beantwortung dieser Frage ein streitiger Anspruch auf Ausgleich dieses Defizits durch einen Dritten zu berücksichtigen ist.

2 Die vorläufige Streitwertfestsetzung für das Revisionsverfahren beruht auf § 47 Abs. 1 Satz 1, Abs. 3, § 52 Abs. 1 i.V.m. Nr. 47.6 des Streitwertkatalogs, § 63 Abs. 1 GKG.
