Gründe

1 Die Beschwerde des Klägers gegen die Nichtzulassung der Revision ist begründet. Die Rechtssache hat die geltend gemachte grundsätzliche Bedeutung im Sinne des § 132 Abs. 2 Nr. 1 VwGO. Sie kann zur Klärung der Frage beitragen, ob - und gegebenenfalls welche - Vorgaben aus Art. 5 Abs. 3 Satz 1, 12 Abs. 1 Satz 1 GG und dem verfassungsrechtlichen Grundsatz der Verhältnismäßigkeit für die Auslegung des Tatbestandsmerkmals des unwürdigen Verhaltens hergeleitet werden können, an das die landesrechtliche Norm des § 35 Abs. 7 Satz 1 des Gesetzes über die Hochschulen in Baden-Württemberg (Landeshochschulgesetz - LHG) die Ermessensentscheidung über die Entziehung eines Hochschulgrades knüpft. Dies gilt insbesondere für eine wissenschaftsbezogene Bestimmung des Begriffs der Unwürdigkeit im Sinne der Norm.

2 Die Streitwertfestsetzung für das Beschwerdeverfahren folgt aus § 47 Abs. 1 und 3, § 52 Abs. 1 GKG; die vorläufige Streitwertfestsetzung für das Revisionsverfahren beruht auf § 47 Abs. 1, § 52 Abs. 1, § 63 Abs. 1 Satz 1 GKG.
