1 Die Beschwerde ist begründet. Die Revision ist nach § 132 Abs. 2 Nr. 1 VwGO zuzulassen, weil das Revisionsverfahren zur Klärung der Frage beitragen kann, ob sich ein Antragsteller, der innerhalb einer im Flächennutzugsplan dargestellten Konzentrationszone mit den Wirkungen des § 35 Abs. 3 Satz 3 BauGB Windenergieanlagen errichten will, im Wege der Normenkontrolle gegen Darstellungen des Flächennutzungsplans zur maximalen Höhe der Anlagen wenden kann.
