1 Die Beschwerde hat Erfolg. Der Rechtssache kommt die geltend gemachte grundsätzliche Bedeutung (§ 132 Abs. 2 Nr. 1 VwGO) zu. Sie wird dem Bundesverwaltungsgericht voraussichtlich Gelegenheit zur Klärung der Frage geben, ob bei der Ermittlung des Ausgleichsbetrags gemäß § 45a Abs. 1 und 2 PBefG die Einnahmen aus dem Verkauf von Schülermonatskarten in voller Höhe anzusetzen sind oder ob davon der Teil der Einnahmen abzusetzen ist, der aufgrund einer Netzöffnung auf Fahrten entfällt, die die Inhaber einer solchen Schülermonatskarte außerhalb der eigentlichen Ausbildungszeiten und über die Strecke zwischen ihrem Wohnort und der Ausbildungsstätte hinaus in Anspruch nehmen dürfen.
