1 Die Beschwerde hat Erfolg. Der Rechtssache kommt die von der Beklagten dargelegte grundsätzliche Bedeutung zu (§ 132 Abs. 2 Nr. 1 VwGO). Im Revisionsverfahren wird voraussichtlich die Frage zu klären sein, ob die Entscheidung der öffentlichen Förderbank eines Landes, auf einen ihr durch die Hausbank als Botin übermittelten Antrag hin eine Subvention zu gewähren, einen Verwaltungsakt darstellt, wenn diese Entscheidung nicht gesondert und gegenüber dem Zuwendungsempfänger, sondern im Wege der Übersendung der zur Durchführung der Subvention vorgesehenen Vertragsunterlagen an die Hausbank verlautbart wird.

2 Die vorläufige Streitwertfestsetzung für das Revisionsverfahren beruht auf § 47 Abs. 1, § 52 Abs. 2, § 63 Abs. 1 Satz 1 GKG.
