1 Die Beschwerde hat Erfolg. Der Rechtssache kommt grundsätzliche Bedeutung im Sinne von § 132 Abs. 2 Nr. 1 VwGO zu.

2 Das Revisionsverfahren wird dem Senat voraussichtlich Gelegenheit geben, im Anschluss an sein Urteil vom 13. März 2008 - BVerwG 3 C 18.07 - (BVerwGE 130, 383) die Frage weiter zu klären, welche rechtliche Bedeutung dem Umstand zukommt, dass eine auf § 45 Abs. 9 Satz 3 StVO gestützte Maßnahme nicht nur den Mautausweichverkehr, sondern darüber hinaus auch den bereits zuvor auf der Strecke vorhandenen Schwerlastverkehr unterbindet.
