§ 22 Abs. 1 S. 1 BVerfGG; §§ 114, 121 ZPO: Prozesskostenhilfe and appointment of counsel in constitutional complaint proceedings. Legal aid is to be granted where the constitutional complaint offers sufficient prospect of success and the applicant cannot reasonably conduct the proceedings without assistance; appointment of counsel follows where representation is necessary for proper prosecution. The order may take effect retroactively from the time the request was made or from a later date fixed by the Court, as determined in the operative part.
