Die Anträge des Antragstellers werden zurückgewiesen.

Der Antragsteller trägt die Gerichtskosten des Verfahrens. Jeder Ver-fahrensbeteiligte hat seine eigenen außergerichtlichen Kosten selbst zu tragen.
