The National Council, following the petition and guarantee commission and the Federal Council, approved the federal guarantee of the revised constitution of Thurgau and of the revised constitutions of Uri, Basel-Landschaft, Schaffhausen, Appenzell Ausserrhoden, and Graubünden. The commission considered the amendments to lie within cantonal constitutional autonomy and to be consistent with the Federal Constitution and other federal law. The plenary adopted the draft without dissent.
Cantonal constitutions; federal guarantee; scope of cantonal constitutional autonomy. A cantonal constitutional revision is to be guaranteed where it remains within the canton’s organizational autonomy and does not conflict with the Federal Constitution or other federal law. In reviewing guarantee requests, the federal authorities examine only whether the amendment respects superior law; absent such conflict, guarantee is granted (cf. the commission report and plenary approval).

Herr Hess Peter unterbreitet im Namen der Petitions- und Ge- währleistungskommission den folgenden schriftlichen Be- richt:
Die Petitions- und Gewährleistungskommission des Natio- nalrates hat die Botschaft des Bundesrates über die Gewähr- leistung der geänderten Verfassung des Kantons Thurgau am 25. Oktober 1989 geprüft.
Die Kommission ist mit dem Bundesrat der Meinung, dass sich die Aenderung dieser Kantonsverfassung im Rahmen der kantonalen Verfassungsautonomie bewegt und weder die Bundesverfassung noch das übrige Bundesrecht verletzt.
M. Hess Peter présente au nom de la Commission des péti- tions et de l'examen des constitutions cantonales le rapport écrit suivant:
La Commission des pétitions et de l'examen des constitu- tions cantonales du Conseil national a examiné le message du Conseil fédéral concernant la garantie de la constitution révisée du canton de Thurgovie le 25 octobre 1989.
La commission estime comme le Conseil fédéral que la mo- dification de cette constitution cantonale relève de la compé- tence du canton en matière d'organisation. Elle n'est contraire ni à la disposition de la Constitution fédérale, ni à une autre dis- position du droit fédéral.
Antrag der Kommission Die Kommission beantragt deshalb, diese Verfassungsände- rung zu gewährleisten.
