At the National Council session of 23 June 1988, the Biel postulate concerning congestion and customs controls at the border was accepted by the Federal Council and transmitted. The same sitting also dealt with the Loeb postulate on informing parliament about financial and staffing consequences of interventions; that item was not decided and was postponed because it was opposed by Borel.
Parliamentary postulates; transmission and postponement of interventions in plenary debate. Where the Federal Council declares itself ready to accept a postulate, the chamber may transmit it without further substantive examination. If debate is opposed or deferred in plenary, the item remains pending and no final parliamentary disposition is taken at that sitting.

dogane e lungo l'autostrada si fanno sempre più frequenti. Succede persino che i veicoli pesanti siano costretti a sostare al Monte Ceneri, nel Bellinzonese e talvolta oltre San Gottardo per evitare ingorghi ancora maggiori al confine italiano. Tutto ciò causa gravi disagi agli autotrasportatori, costi supplementari e compromette la viabilità locale e auto- stradale, provocando inoltre ulteriori inquinamenti e altre molestie alla popolazione locale che negli scorsi giorni ha inoltrato una petizione all'autorità comunale.
Questa situazione di disagio è dovuta all'aumento del traf- fico pesante che ha registrato le cifre seguenti:

Il traffico - e in particolare quello di transito - è trattato in modo irrazionale al valico di Brogeda-merci, dove rimane tuttora inattuato l'abbinamento integrale dei controlli doga- nali previsto dalla convenzione-quadro multilaterale e da un accordo bilaterale sul traffico commerciale. Un abbina- mento, che consentirebbe di smaltire il traffico in tempi più brevi, non è stato sinora realizzato per l'impossibilità di ottenere l'adesione a questa soluzione da parte degli organi doganali italiani.
Nonostante i tentativi intrapresi in questi ultimi mesi dalla Direzione generale delle dogane svizzere, che è convinta di questa necessità.
S'impongono inoltre i necessari adeguamenti delle strutture e attrezzature esistenti, sia da parte svizzera, sia da parte italiana, dove è finalmente in corso, dopo remore decennali, la costruzione della nuova dogana.

Wortlaut des Postulates vom 15. März 1988
Der Bundesrat wird eingeladen, bereits bei seiner Stellung- nahme zu parlamentarischen Vorstössen (insbesondere Motionen und Postulaten), soweit dies möglich ist, finan- zielle und personelle Folgen für den Bund (allenfalls auch für die Kantone und Gemeinden) in grobem Rahmen be- kanntzugeben.

Le Conseil fédéral est invité à indiquer approximativement, déjà dans ses réponses aux interventions parlementaires (notamment aux motions et aux postulats), les consé- quences financières que celles-ci pourraient avoir pour la Confédération et, le cas échéant, pour les cantons et les communes, ainsi que leurs effets sur l'état du personnel de ces collectivités.
