J.R. lodged two applications against Switzerland alleging that the authorities had failed to inform the public properly before a referendum. The European Commission of Human Rights held that Article 10 ECHR does not, as a rule, create a right to be informed by the authorities and that the complaints about insufficient or inaccurate pre-vote information were outside the scope of that provision. The applications were declared inadmissible.
Art. 10 ECHR; freedom to receive information before a vote; no general right to official information. The Commission confirms that Article 10 does not in principle guarantee a right to be informed by public authorities. A complaint that the authorities provided insufficient or inaccurate information to the electorate before a vote is not, as such, covered by Article 10 and is therefore inadmissible (consid. unspecified).

Cette disposition ne confère pas en principe le droit d'être informé par les autorités (confirmation de jurisprudence).
Elle n'est pas applicable au grief selon lequel les autorités auraient informé la population de manière insuffisante ou inexacte avant une votation.

Diese Bestimmung enthält grundsätzlich keinen Anspruch auf Information durch die Behörden (Bestätigung der Rechtsprechung).

The Commission confirmed its case-law and held that the freedom to receive information under Article 10 does not entail a general entitlement to official information.
