The Federal Assembly adopted a federal decree on 15 June 1994 granting an engagement credit of CHF 75 million for the transformation and fitting out of Palais Wilson in Geneva into the 'Maison de l'environnement'. The decree was expressly stated to have no general application and thus not to be subject to referendum. The document records approval by both chambers and the signatures of their presidents and secretaries.
Art. 85 ch. 10 Cst.; federal engagement credit and referendum exclusion; the Federal Assembly may grant an investment or engagement credit by federal decree within its budgetary competence. Where the decree concerns a specific project and is not of general application, it is not subject to referendum (cf. dispositif art. 2).

L'Assemblée fédérale de la Confédération suisse, vu l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 20 octobre 19931), arrête:
Article premier
Un crédit d'engagement de 75 millions de francs est accordé pour le financement de la transformation et de l'aménagement du Palais Wilson en «Maison de l'environnement» à Genève.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas sujet au référendum.
