The Federal Assembly adopted a constitutional federal decree to improve federal finances by introducing a turnover-tax surcharge. It amended the Constitution to authorize a surcharge of up to 0.3 points and specified transitional surcharge rates for certain tax categories. The decree was made subject to approval by the people and cantons and linked in force to the federal decree on the financial regime of 18 June 1993.

Arrêté fédéral concernant la contribution à l'assainissement des finances fédérales

L'Assemblée fédérale de la Confédération suisse
arrête:
I
La constitution est modifiée comme il suit:
Art. 41ter, al. 1 bis
1bis Afin d'améliorer l'état des finances fédérales, la Confédération prélève un supplément à l'impôt sur le chiffre d'affaires de 0,3 point, au maximum, conformé- ment à l'article 41ter, 1er alinéa, lettre a.
II
Les dispositions transitoires de la constitution fédérale sont modifiées comme il suit:
Art. 8bis
Le supplément à l'impôt sur le chiffre d'affaires conformément à l'article 41ter, alinéa 1bis, de la constitution est de:
a. 0,1 point pour les impôts selon l'article 8, 2e alinéa, lettre e, chiffres 1 et 2, dispositions transitoires cst .;
b. 0,3 point pour les impôts selon l'article 8, 2e alinéa, lettre e, chiffre 3, dispositions transitoires cst .;
c. 0,1 point pour les impôts selon l'article 8, 2e alinéa, lettre h, chiffre 3, dispositions transitoires cst.
III
1 Le présent arrêté est soumis au vote du peuple et des cantons.
2 Il entre en vigueur en même temps que l'arrêté fédéral du 18 juin 19931) sur le régime financier.
