The Federal Council, on the basis of Article 15 of the Federal Act on Political Rights and the official voting records, formally established the result of the 1989-06-04 popular vote on the small farmers initiative. It found that the initiative had been rejected by the people, with 773,718 no votes against 741,747 yes votes, and by the cantons, with 134 1/2 no votes against 74 1/2 yes votes. The decision ordered publication of the decree and the vote summary in the Federal Gazette.
Art. 15 of the Federal Act on Political Rights; official determination of the result of a popular vote by the Federal Council. The Federal Council, on the basis of the voting minutes, formally ascertains the outcome of the popular and cantonal vote and publishes it in the Federal Gazette. The act has a declaratory character; it does not alter the vote result but merely authenticates and makes it public. The result is determined by the applicable majority requirements and expressed in votes of the people and cantons (consid. implicit).

Le Conseil fédéral suisse,
vu l'article 15 de la loi fédérale du 17 décembre 19761) sur les droits politiques; vu les procès-verbaux de la votation populaire du 4 juin 1989,
arrête:

Initiative populaire du 28 février 19852) «pour une protection des exploitations paysannes et contre les fabriques d'animaux (Initiative en faveur des petits paysans)»
L'initiative populaire a été rejetée par le peuple, par 773 718 non contre 741 747 oui, ainsi que par les cantons, par 134/2 non contre 74/2 oui (annexe).
Art. 2
Le présent arrêté ainsi que la récapitulation des résultats de la votation seront publiés dans la Feuille fédérale.
