The Federal Assembly adopted a federal decree granting an engagement credit of CHF 6,840,000 for construction works at the Novaggio military clinic. The decree was based on Art. 85 no. 10 of the Constitution and the Federal Council's message of 29 June 1988. It also states that the decree is not of general application and is therefore not subject to referendum.
Art. 85 ch. 10 Cst.; federal engagement credit for military construction projects; the Federal Assembly may authorize a specific construction credit by federal decree when acting on the Federal Council's message. L'Assemblée fédérale de la Confédération suisse, vu l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 29 juin 19881),
arrête:
Article premier
Un crédit d'engagement de 6 840 000 francs est accordé pour l'exécution de travaux de construction à la Clinique militaire de Novaggio.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référen- dum.
