The Federal Assembly approved Article 17(2) of the Fribourg cantonal civil liability act, which confers jurisdiction on the Federal Supreme Court for certain disputes. The decree also specifies that those cases are to be decided under the procedure of administrative action, while Articles 20 to 26 of the cantonal law remain applicable. The decree is not subject to referendum.
Art. 114bis al. 4 Cst.; approval of a cantonal attribution of jurisdiction to the Federal Supreme Court. The Federal Assembly may approve a cantonal provision conferring jurisdiction on the Federal Supreme Court. Where such approval is granted, the decree may also determine the procedural regime applicable before the Federal Supreme Court; in the present case, the action proceeds under the procedure of administrative action, while the specified cantonal procedural provisions remain applicable.
Arrêté fédéral concernant l'approbation d'une attribution de compétence au Tribunal fédéral par le canton de Fribourg

L'Assemblée fédérale de la Confédération suisse, vu l'article 114bis, 4e alinéa, de la constitution; vu le message du Conseil fédéral du 6 mai 19871), arrête:
Article premier
' L'article 17, 2e alinéa, de la loi du canton de Fribourg du 16 septembre 1986 concernant la responsabilité civile des collectivités publiques et de leurs agents est approuvé.
2 Le Tribunal fédéral statue sur ces contestations selon la procédure de l'ac- tion de droit administratif. Les articles 20 à 26 de ladite loi cantonale sont toutefois applicables.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référendum.
